Pari-mutuel betting is legal in Brazil and is supervised by Coordenadora da Criação do Cavalo Nacional (CCCCN) and the Brazil Department of Agriculture. Both ontrack and offtrack betting is allowed. Local jockey clubs may operate offtrack betting facilities only in the areas where their respective tracks are located or allow private operators to run the betting shops for them.

In 2008, the Ministry of Agriculture tried to ban simulcasting at racetracks and betting shops. Horse racing operators were able to convince the government to reverse the decision on a temporary basis; however, no permanent legislation dealing with the issue of simulcast has been passed.
